Like most of you, I have adjusted the float height by measuring the float and adjusting the tab. I have a couple of these bikes and I got tired of guessing that both carbs had the same fuel height.
I drilled out a drain plug and made my own gauge. as per the old service manual. It confirmed that even if the floats are set to the same specification, the fuel height in the carb. may not be the same.
I believe that the buoyancy of each float may be affected by the amount of lead solder left behind at the time of manufacturing or quality of materials etc.
In my case both sets of carbs had a variance of about 6mm. difference in fuel height. One thing that comes to mind when measuring with a guage is how little fuel is held in the bowl, which brings home the importance of having the fuel height dialed in. It is also critical to make sure the carbs are level when you are measuring and adjusting the fuel height.

You can also check/adjust fuel level using a small transparent can instead of float bowl.

You can also check/adjust fuel level using a small transparent can instead of float bowl. Like this? This seems a bit close to the gasket
